Before you can fix this, you need to identify which failure pattern you're actually seeing. They look similar on the surface but have very different root causes — and very different fixes.

Pattern 01: "We Built It, Nobody Came"

Usage hits 5–10 users in the first month, then flatlines or declines. The team's response: "We need better communication."

Root cause: They solved a problem users don't actually have — or don't care enough about to change behavior.

Pattern 02: "They Tried It Once, Then Stopped"

Fifty users try it in week one. Ten remain by week four. The team's response: "They just don't understand the value."

The ADOPT Framework has five gates. Each one asks a question the team must answer before moving forward. Skip a gate, and you dramatically increase the odds of building something that doesn't get used.

The Five Gates to AI Adoption

Gate 1: Problem Definition

Talk to five or more users who describe the same pain point. Define a specific persona — not "data analysts," but "financial analysts in FP&A who build quarterly board decks." Document their current workaround. Name a business leader who cares about solving this. If you can't do all of this, stop here.

Gate 2: Solution Validation

Show users a prototype or concept. Get five or more to say "yes, I would use this over my current approach." Define measurable success metrics — not "users like it," but actual behavior change. If users say "that's interesting, but I'd still use my current method," don't build it.

Gate 3: Design Review

Map the full user workflow end-to-end. Address every integration point, data access requirement, and discovery mechanism. If critical steps are "TBD" or require users to "figure it out," this isn't ready. Architecture must be designed for adoption, not just technical correctness.

Gate 4: Pilot Validation

Run a real pilot with 5–15 users for four to six weeks. Not "try it once and tell us what you think." Measure usage data, collect qualitative interviews, and check your success metrics. The bar: 60% or more of pilot users would be upset if you took it away.

Gate 5: Scale & Operationalize

Define SLAs, monitoring, incident response, onboarding, and support. Build a phased rollout plan. If the answer to "how do new users learn about this?" is "we'll figure it out once more people start using it," you're not ready to scale.

Shift the Metrics That Drive Behavior

The framework only works if the team is measured on the right things. Right now, most data teams celebrate models deployed and pipelines shipped. Those are inputs. What matters are outcomes.

The biggest risk isn't that the framework is wrong. It's that it gets positioned as bureaucracy. If you introduce it as "new process you have to follow," you'll be seen as slowing the team down. The framing matters enormously.

To the data team: "I've noticed we're building impressive technology, but adoption isn't where we want it. I want to help us shift from 'did we build it?' to 'are they using it?' This isn't about adding approvals. It's about de-risking our work."

To leadership: "We have a pattern of low adoption despite high technical quality. I'm introducing a problem-first framework with clear gates that validate user needs before we build. This reduces wasted effort and increases ROI."

To business stakeholders: "We want to make sure we're building things you'll actually use. You'll see more prototypes and concepts early on and we need your honest feedback before we invest in full development."

Your First Three Moves

You don't need to roll out the entire framework at once. Start with these three moves — each one builds evidence that makes the next one easier.

1. Pick One Struggling Project

Find a recent launch with low adoption. Work with the team to diagnose which gate was skipped. Document the lessons. Present the findings to leadership: "Here's what happened, and here's how we prevent it next time."

2. Pilot the Framework on One New Project

Pick an upcoming project that's still early stage. Walk the team through Gates 1 and 2 collaboratively. Not as an audit, but as shared work. Show them how early user validation changes the entire approach.

3. Build the Stakeholder Engagement Muscle

Start conducting user interviews for Gate 1. Facilitate concept validation sessions for Gate 2. Document the feedback. Show the team what you learn when users are involved from the beginning; not just shown a demo at the end.
